PERMIT INFORMATION
Processing Time - Permits will usually be processed and issued within 5 business days from the date the application is received, provided that all required information is received at the time of application. Incomplete applications will be delayed or not processed until all required information is received. Additional processing time may be needed for complicated applications, heavy application volume, reduced staffing levels, or other Road Commission priorities.
Payment - Once a permit is approved, the applicant will receive an e-mailed invoice that must be paid with a debit or credit card online through your Oxcart account.
Once payment has been processed you will be able to view and download a PDF of the approved permit.
Final Inspection - When work in the right-of-way is complete, the applicant must let the Road Commission know so a final inspection can be performed, and the permit can be closed.
EFFECTIVE JANUARY 1, 2021:
All permits will be processed through the web-based Oxcart Permit System (OPS).

DRIVEWAY/RIGHT-OF-WAY PERMITS
This permit is needed for any work being done within the road right-of-way for liability reasons as well as to approve driveway locations based on sight distance requirements, establish if a culvert/what size culvert must be installed, and that the entrance has the proper and correct amount of material.

This permit is needed when requesting a Land Division. We make sure the proper sight-distance can be met on a piece of property before a Land Division can be approved by Emmet County Planning & Zoning and the Townships.
